In the report, KCRA’s DNA expert stated, “(Tilapia) is not any way shape or form a correct substitution (for Red Snapper), and it’s certainly illegal by any standards.” KCRA’s investigative report also found that “there really isn’t any regulation for species substitution” and restaurant owners have final say in deciding whether to serve their customers what they’ve ordered.
